In the report, KCRA’s DNA expert stated, “(Tilapia) is not any way shape or form a correct substitution (for Red Snapper), and it’s certainly illegal by any standards.” KCRA’s investigative report also found that “there really isn’t any regulation for species substitution” and restaurant owners have final say in deciding whether to serve their customers what they’ve ordered.
